The FBI occupies the city with tanks and troops; at least one civilian is killed by troops during this operation. In California, an earthquake occurs and causes a major tsunami to hit the state. The California National Guard is useless in response and has to be recalled by the governor. In Portland, Oregon and Seattle, Washington, a tanker truck catches fire and explodes with devastating effects. Communications and power are knocked out across the Pacific Northwest. In New Orleans, Louisiana state attorney general Harry James pursues a case against FEMA for mismanagement of supplies. The United Nations sets up emergency management centres in several countries for damage assessment and relief efforts. The governments of Australia, China, France, Russia, the United Kingdom, and the United States are among those providing aid in response to the situation. The U.S. Government orders an evacuation of all non-essential personnel from Washington D.C., but the State Department is unable to secure enough private planes to carry out that order due to their damaged airport terminals and the increasing spread of disease outbreaks in that city which makes any form of mass evacuation impossible. Chaos increases in New York City as an epidemic spreads among members of New York's emergency services resulting in thousands of deaths by the time it is contained. The city goes into lockdown mode with residents trapped inside their homes under military guard for protection during this crisis. President Craig, also being introduced to the situation for the first time, orders the U.S. military to "take control" of New York City and other affected areas where needed. The U.S. Government initiates a massive oil-drilling programme off the coast of California in an attempt to provide additional fuel for cars and trucks during this crisis, despite warnings by scientists that this drilling plan could cause earthquakes far worse than those occurring at the time.
